The lack of affordable housing poses a major threat to our region’s quality of life. In partnership with the County of San Diego and other key funders, San Diego Foundation (SDF) launched the San Diego Housing Fund (SDHF) in 2023, an exciting new initiative tackling the housing affordability crisis in San Diego County. Functioning as both a privately owned real estate and investment firm, and a newly formed subsidiary of SDF, SDHF is leading a county-wide affordable housing development strategy. Its mission: to collaborate with public, private, and philanthropic investors and partners to accelerate the production and preservation of housing that meets the following pillars: 1) community-focused, 2) equitable, 3) sustainable and 4) supports good jobs for working families, particularly in the civic sectors (public safety, education, healthcare, arts etc.). SDHF’s efforts are focused on building the right kind of housing, in the right places, and doing so with modern design characteristics, construction cost controls, energy efficiency, and environmental requirements. SDHF is off to an incredibly fast start, supporting the creation of 10,000 units of new housing by 2034, with 6 projects currently in the pipeline and many more to follow.
The Board of Governors leads San Diego Foundation in partnership with President and CEO Mark Stuart. The board features 21 diverse professionals who are passionate about San Diego and identifying opportunities to realize our community’s potential. A career nonprofit professional, Mark brings nearly 30 years of experience in the fields of fundraising, community-building, and leadership. Since joining the organization in 2019, Mark has overseen incredible growth at SDF, focusing on a culture of inclusivity, transparency, and innovation. This includes funding and launching groundbreaking new initiatives such as SDF’s Black Community Investment Fund, the COVID Small Business Relief Fund, and the San Diego Housing Fund. Under his leadership, SDF announced its $20M commitment to seed the SDHF, the largest discretionary grant in SDF’s 47-year history.
San Diego Foundation CFO, Jim Howell, to whom this position reports, has been a key member of the SDF management committee, serving as the Managing Partner since its formation. A Chartered Financial Analyst (CFA), Jim brings over 30 years of finance, investment and real estate experience to SDHF. Prior to joining the Foundation in 2015, he served in senior investment and finance positions for leading organizations, such as The Scripps Research Institute and UPS. In this highly collaborative role, the Managing Director will work closely with Mark, Jim, and SDF’s Chief Innovation Officer, Susan Guinn, to raise additional capital and develop partnerships to scale this exciting new initiative.

This is a hybrid role, with an office located at the San Diego Foundation - 2508 Historic Decatur Rd #200, San Diego, CA 92106.
Reporting to the SDF CFO and SDHF management committee, the Managing Director will oversee strategic planning, project management, and financial oversight for ground-up development projects, while maintaining the highest standards of excellence in terms of asset quality. They will have overall responsibility for all of SDHF’s operations from site identification, design, and diligence, through to funding, construction, and ultimate transition to asset management partners. At the strategic level, these activities comprise SDHF’s three primary operating segments:
Land acquisitions and entitlement.
Asset management (JV partner relations and project oversight).
Capital formation, investor relations, and finance and administration.
Certain operating segments such as back-office functions are provided by San Diego Foundation, while others are managed by highly experienced, reputable, and local operating partners (developers). The SDHF Managing Director is a highly visible and collaborative role, therefore, it is paramount that they have strong leadership and problem-solving capabilities to improve and expedite the development process, while maintaining budgets, schedules, and quality expectations.
First-Year Priorities Include:
Assist in raising between $50M and $75M in new capital annually.
Create 1,000 housing units each year.
Hire and onboard a director to support SDHF initiatives.
Essential Responsibilities:
Leadership & Operations
Continue to refine and execute SDHF’s long-term strategy and vision for the company that leads to the enhancement of unit-holder value.
Develop and maintain close working relationships with municipal, corporate, and other investment partners, as well as community representatives, for strategy input and impact assessment.
Achieve the company’s financial and operating goals and objectives.
Lead capital raising sourced from corporate, banking, and philanthropic relationships.
Ensure that the company has an effective management team and a plan for management development and succession.
Provide leadership and direction for SDHF team members.
Promote a positive and ethical work climate that is conducive to attracting, retaining, and motivating top-quality employees at all levels.
Oversee the financial reporting process to ensure timely disclosures and proper internal controls.
Serve as chief spokesperson for the company, subject to the direction of the management committee.
Real Estate
Lead site identification and development planning initiatives, including relationships with individual operating partners for each project.
Secure approvals during the entitlement phase of the development process; maintain positive relationships with jurisdictions and planning commissions.
Adhere to strict specifications and cost management discipline during the design development phase.
Coordinate bids, negotiations, and construction contract processes.
Oversee creation and management of budgets; effectively manage/resolve any deviations.
Facilitate a smooth transition from construction to marketing and leasing for each project.
Monitor projected vs. actual operating costs, ensuring any anticipated deviations are highlighted, addressed, and communicated to the proper parties.
Maximize the long-term asset value through arrangements for expert property management and maintenance.
Ensure compliance with current code, as well as health and safety laws and internal requirements.

San Diego Foundation is seeking an experienced, mission-driven professional to join the Education Initiatives Team, within our Community Impact division as the Assistant Director of Education Policy. This person will be a vital contributor to the Foundation in driving and supporting the development of a policy agenda and investment strategies for K-16 education, including a specific focus on educator workforce and diversity efforts.
The experienced Assistant Director will draw on their considerable knowledge of the local UTK-16 and educator workforce landscape to support strategic regional efforts towards better educational outcomes for San Diego County students. This position requires a candidate with a strong understanding of education policy, the root causes of structural inequities, and the ways in which good policy improves the learning experience and outcomes for students. This position is intended for a person who is deeply motivated by a desire to use their knowledge and talents in service of advancing educational equity. Monitors, document and compellingly communicate the impact of these investments for internal and external audiences

PIC is seeking an experienced Stormwater Engineer / Project Manager who will lead the design, development, and successful implementation of a Green Stormwater Infrastructure (GSI) demonstration program funded by the American Rescue Plan Act (ARPA) and will be responsible for the end-to-end management of the demonstration project, from planning and procurement to construction and compliance. The GSI demonstration program is supported by the County of San Diego and other community partners, including San Diego Youth Services. San Diego Foundation is seeking an experienced, mission driven Director of Grant Management & Climate Projects who will be responsible for leading SDF’s management of both State Transformative Climate Communities (TCC) and EPA Community Change Grants (CCG). This would involve but is not limited to coordination of the RICCE collaborative of 14 projects and plans, serving as liaison with state and federal grant program staff, oversight and project management of RICCE projects, grant accounting and financial management, and management of a two-person team plus consultants hired to support the RICCE collaborative. The selected Director must possess the technical ability and capacity to navigate state and federal funding, coordinate the required reporting and invoicing for both state and federal grants, and develop processes and practices that build partner capacity for successful project implementation.
The Director position will be housed within SDF’s Environment Initiatives (EI) team and report to the leader of Environmental Initiatives. As part of the EI team, this position commits us to furthering RICCE priorities, which broadly align and support EI’s programs and activities. The following outlines the roles and responsibilities under this position as they specifically advance RICCE in alignment with EI’s priorities and SDF’s greater Strategic Plan.
Note: This role is structured as a five-year term, contingent on the continuation of external funding.
About The RICCE Opportunity
Rooted in Comunidad, Cultivating Equity (RICCE) is a set of 14 projects and plans, led by 14 community partners, in the central historic barrios of San Diego. In 2023, San Diego Foundation (SDF) along with all 14 partners applied for and was awarded $22 million in Transformative Climate Communities (TCC) funding from the State of California’s Strategic Growth Council. In 2024, SDF and select RICCE partners applied for and were selected to receive an additional $20 million in Community Change Grant (CCG) funding from the federal Environmental Protection Agency. Between both government grants, the RICCE projects will result in ~$42 million in grant investment in the project area plus additional leveraged dollars, totaling over $70 million in investment.
The RICCE projects will transform the underinvested communities of San Diego’s central historic barrios. These projects will reduce emissions, improve public health and environment and expand economic opportunity for people in communities who have endured years of systematic racism through unfair land use policies and industrialization. RICCE has the potential to improve the quality of life in communities affected by years of injustice and change the way San Diego approaches community investment.
Area of Focus: The 8 communities of Barrio Logan, Logan Heights, Stockton, Grant Hill, Mt. Hope, Sherman, Southcrest and Shelltown are some of San Diego’s oldest communities and are included in California's 14 Cultural Districts. Residents in these communities have long suffered disproportionately from air pollution sources including surrounding port terminals, large shipyards, San Diego Naval Station, the I-5 and 1-15 freeways, the Coronado Bridge, the BNSF railyard, as well as smaller industries within the residential community itself. The neighborhoods are in the 95th percentile across California for housing burden (paying greater than 50% of their income for housing) and have high numbers of renters (over 70%) which limits the ability of residents to build equity.
Oversee execution of state TCC and federal CCG grant deliverables throughout the grant term.
Oversee the invoicing and reimbursement process for state TCC and federal CCG grants.
Oversee the state and federally required reporting for RICCE projects.
Collaborate with the University of San Diego evaluation team to meet required state and federal tracking and evaluation requirements.
Serve as the main point of contact for the state TCC and federal CCG grants.
Work closely with partners to ensure that the RICCE projects and plans are implemented in accordance with the grant requirements and the TCC and CCG Grant Guidelines.
Build and support a culture of collaboration and trust between partners.
Participate in regular check-in meetings with each partner on the status of their project or plan.
Organize and lead regular meetings and training for all RICCE partners.
Provide regular briefings to SDF leadership and/or Board on the status of each grant program.
Work closely with partners and other stakeholders to align on norms for communication expectations, response times, and prioritization of tasks.
Ensure clarity of roles and processes, facilitating an interconnected collaboration of organizations and individuals involved in the project.
Manage Partner Reporting & Capacity Support
Engage with community members and local organizations to understand their specific capacity needs in relation to the projects they are managing.
Develop and implement equitable processes in partnership with RICCE partners to ensure that the proposed projects are equitably designed.
Provide guidance for RICCE partners to ensure that projects meet grant guidelines and implementation related to hiring practices and policies.
Work with RICCE partners to regularly assess and monitor the impacts of the TCC and CCG grants on the community, and to make any necessary adjustments to ensure that the benefits are distributed equitably.
Increase Visibility and Opportunities to Leverage Program
Work with internal SDF communications and community impact teams to raise the visibility of RICCE in relation to SDF’s Strategic Plan and goals of SDF’s Environmental Initiatives.
Work closely with the EI team to leverage impact from RICCE to raise SDF’s role and value to this effort area of work.
Strengthen visibility of RICCE in front of funder audiences and other stakeholders.
Ensure RICCE alignment with SDF’s execution of its Strategic Plan by providing expertise and insight into state funding and government grant management for investments in regional climate resilience initiatives.
Team and Project Partner Management
Manage hiring and staffing needs for RICCE.
Oversee small staff team of two, including a Program Administrator and a Manager.
Lead contracting processes to hire consultants and additional support as needed to meet the terms of the grant and respond to project needs.
