### The Opportunity

HARP is seeking a Senior Technical Assistance Associate to manage multi-state technical assistance projects that improve access to health care for people leaving incarceration. This role will provide expert guidance to state health and correctional agencies implementing Medicaid 1115 reentry demonstration waivers and manage staff activities to provide and ensure high-quality TA delivery. The Senior Technical Assistance Associate will contribute to HARP’s mission by translating policy into actionable strategies and ensuring technical assistance initiatives are timely, responsive, impactful and scalable. The Senior Technical Assistance Associate will report directly to the Director of Technical Assistance.

## Requirements

### Responsibilities

-   Subject Matter Expertise: Provide subject matter expertise on Medicaid policy and/or criminal justice and correctional health systems through 1:1 and cohort technical assistance to states.
-   Project Management:  Manage multi-state technical assistance projects from conception to implementation. This includes traveling to clients on site. 
-   Task Management: Oversee tasks of mid- and junior-level staff, fostering professional growth and high-quality TA delivery.
-   Technical Assistance Delivery: Provide 1:1 and cohort technical assistance in the field to state health and correctional agencies on Medicaid policy and/or correctional health systems. 
-   Identify issues and opportunities.  In collaboration with state health and correctional agencies and the HARP team, identify and prioritize technical assistance needs, opportunities to address them, and modalities for providing TA. 
-   Policy and Operations Analysis and Translation: Help states implement Medicaid 1115 reentry demonstration waivers by analyzing key policies and translating policy guidance into on-the-ground operations for both state health and correctional agencies.
-   Resource Development: In collaboration with the technical assistance team, develop toolkits, guidance materials, and other operational resources for state health and correctional agencies and other partners.
-   Stakeholder Collaboration: Build and maintain strong relationships with key stakeholders, state and local health and criminal justice agencies, community organizations, and national partners.
-   Evaluation and Learning: Monitor and assess TA effectiveness, using data to guide improvements.

### Preferred Qualifications/Experience

-   Bachelor’s degree required.
-   Master’s degree  in public health, social work, law, public policy, or criminal justice preferred.
-   7+ years of professional experience in Medicaid, behavioral health, criminal justice, or reentry health programs.
-   3+ years experience managing projects. 
-   Ability to work in a fast-paced work environment that is deadline driven while maintaining creativity.
-   Demonstrated experience providing technical assistance across multiple states or agencies, including direct client engagement, development of resources, and facilitation of peer learning.
-   Experience implementing new policies or programs from within corrections systems and/or state Medicaid.
-   Ability to develop agendas and lead meetings with various stakeholders.
-   Strong knowledge of Medicaid and/or correctional health systems.
-   Ability to synthesize learnings from the field for the development of resources.
-   Excellent written and verbal communication skills.
-   Collaborative, strategic, and solutions-oriented approach.

## Benefits

$105,000-$130,000 commensurate with experience and may be adjusted based on the candidate's location. HARP offers a competitive benefits package including medical, dental, vision, 401K, and more.
