## Description

The VHA HEFP Special Engineering Program (SEP) manages nationally prioritized, high-impact capital initiatives, including the Electronic Health Record Modernization, Facility Recapitalization, and Targeted Infrastructure programs. SEP establishes national priorities to ensure consistent, enterprise-wide alignment and execution. Gritter Francona is looking for a Construction System Engineer to support this potential project.

Key Responsibilities and key experience:

-   Expertise in construction and healthcare facility management, including specific experience with healthcare facilities.
-   Experience applying effective management techniques to the planning, design, and construction of a project from inception to completion to control time, cost, and quality.
-   Knowledge and competencies in support of medical center facility management, including assessment and application of design requirements (specifically including VA design requirements and Directives) and standards to project design and development.
-   Experience creating strategies and plans for integration of multiple utility systems/subsystems into an operational unit, ensuring full functional and performance capabilities are achieved.
-   Coordinate with development and user teams to assess risks, goals, and needs and ensure that all are adequately addressed throughout design and construction lifecycle.
-   Experience in large scale commercial, federal or MILCON infrastructure implementation projects.
-   Understanding of VHA standards, including Electrical and Mechanical/Electrical/Plumbing (MEP) design.; ability to communicate application of standards in facility infrastructure projects.
-   Experience addressing SHPO, THPO and NEPA procedures.
-   Ability to apply expertise and analytic skills to conduct construction forensics.
-   Expertise in construction management for projects of similar size, scope, and complexity as a VA Medical Center or other healthcare facility

## Requirements

-   Bachelor of Science Degree. from accredited engineering university/college (e.g., Accreditation Board for Engineering and Technology (ABET)) and at least 4 years of relevant experience, **OR** 8 years specialized experience in healthcare facility and infrastructure design and construction
-   CCM or CHFM certification preferred
-   Licensed Engineer preferred
-   PMP preferred
