Position Description 

EIP is seeking a highly motivated Lender Partnership Manager / Program Manager to lead EIP's delivery of an energy efficiency financing initiative on behalf of a major Pennsylvania investor-owned utility company. This hybrid role combines lender partnership development with overall program management and financing-program product ownership. The successful candidate will recruit, educate, and support national, regional, and local financing providers while also managing and continuously improving the program so financing helps move more viable energy efficiency and clean energy projects from opportunity to implementation. 

The Lender Partnership Manager / Program Manager will build and maintain a diverse network of banks, community development financial institutions (CDFIs), credit unions, equipment finance companies, specialty finance providers, and other lenders. The role will work with each lender to understand the customers and projects they finance, geographic coverage, deal size, product structure, underwriting parameters, and other criteria needed to determine where each financing provider is the best fit. The role will also educate lenders on energy efficiency project economics, including how reduced energy consumption and operating costs can improve customer cash flow and project affordability. 

As EIP's program lead, this position will own the day-to-day design, management, and refinement of the financing offering and matching desk. Responsibilities include establishing lender and referral workflows, defining matching criteria, coordinating the contractor-facing outreach function, monitoring conversion and financing outcomes, identifying market gaps, and using feedback from lenders, contractors, customers, the prime implementation contractor, and utility sponsor to improve the program. The role will serve as EIP's primary day-to-day program contact with the prime contractor and utility sponsor and will coordinate program reporting, meetings, performance management, invoicing inputs, and other internal administrative requirements. 

The ideal candidate combines commercial lending experience with strong project management, partnership development, and problem-solving skills. This person should be comfortable building a new market-facing program, translating between lenders and the energy efficiency market, using data to improve performance, and balancing strategic program development with hands-on execution. Participating lenders retain responsibility for their own credit, underwriting, and lending decisions. 

Objectives of this Role 

-   Program and Product Management: Own and continuously refine EIP's financing program model, processes, tools, and matching function to maximize the number of viable energy efficiency and clean energy projects that advance to implementation. 

-   Lender Recruitment and Network Development: Identify, engage, recruit, and maintain a diverse network of national, regional, and local financing providers with products that fit program customers and project types. 

-   Lender Qualification, Education, and Support: Understand lender products and underwriting requirements, educate lenders on energy efficiency project economics and utility program delivery, and support effective participation in the financing network. 

-   Matching Desk and Team Coordination: Manage the lender side of the financing matching desk and coordinate the contractor-facing outreach function so qualified opportunities are routed efficiently to appropriate financing providers. 

-   Client and Program Management: Serve as EIP's day-to-day program lead with the prime implementation contractor and utility sponsor, coordinating priorities, approvals, performance, reporting, meetings, and issue resolution. 

-   Performance and Financial Management: Establish and track program KPIs, referral and conversion outcomes, lender participation, and internal administrative and financial requirements, including invoicing inputs and performance reporting. 

-   Market Intelligence and Continuous Improvement: Identify financing gaps, lender appetite, borrower and contractor barriers, and emerging opportunities, and use those insights to improve program design, lender coverage, customer experience, and market impact. 

Daily and Monthly Responsibilities 

-   Manage and Refine the Financing Program: Own day-to-day program operations and continuously improve the financing product, referral process, matching criteria, tools, workflows, and partner experience based on performance data and market feedback. 

-   Recruit Financing Partners: Conduct targeted outreach to banks, CDFIs, credit unions, equipment finance companies, specialty finance providers, and other lenders to build a diverse financing network. 

-   Qualify Lenders and Map Products: Meet with prospective and participating lenders to understand financing products, borrower profiles, project preferences, deal sizes, geographic coverage, underwriting requirements, approval processes, and other participation criteria. 

-   Onboard, Train, and Support Lenders: Develop and deliver lender onboarding and training on the energy efficiency program, eligible project types, project economics, referral processes, and expectations for participation in the network. 

-   Manage Lender Relationships: Maintain regular communication with financing partners, address questions, support ongoing participation, identify changes in lender appetite or products, and help resolve program or coordination issues. 

-   Manage the Matching Desk: Oversee the process for evaluating financing referrals against lender profiles, identifying appropriate financing pathways, coordinating introductions, and tracking opportunities through referral and financing outcomes. 

-   Coordinate the Contractor-Facing Function: Direct and coordinate work with the Contractor Finance Outreach Representative and implementation partners so contractors understand the financing offering, generate qualified referrals, and receive timely information on available financing pathways. 

-   Manage Client and Partner Coordination: Serve as EIP's primary day-to-day program contact with the prime implementation contractor and utility sponsor; lead routine meetings, coordinate approvals and support needs, communicate performance, and resolve delivery issues. 

-   Track Financing Opportunities and Outcomes: Monitor referrals, lender responses, financing progress, project implementation barriers, and conversion outcomes to identify where intervention or program changes can improve results. 

-   Develop Program and Lender Resources: Create and maintain lender profiles, training content, referral guides, matching tools, process documentation, presentations, and other resources needed for consistent program delivery. 

-   Gather Market Feedback and Close Gaps: Collect input from lenders, contractors, customers, and program partners regarding financing barriers, unmet product needs, borrower readiness, and process challenges, and translate those insights into program improvements or new partnership priorities. 

-   Manage Performance, Reporting, and Administration: Establish and monitor program KPIs; maintain accurate CRM and program records; prepare client and internal performance reports; support forecasts, invoicing inputs, budget tracking, and other EIP administrative requirements. 

-   Drive Continuous Improvement and Program Impact: Regularly assess lender coverage, referral quality, conversion rates, cycle times, customer and contractor experience, and financing outcomes, and implement changes designed to increase financing utilization and move more projects to completion. 

Required Qualifications   

-   Education: Bachelor's degree in finance, business, economics, accounting, public policy, or a related field; or equivalent relevant experience. 

-   Experience: At least 5 years of experience in commercial lending, business banking, CDFI lending, equipment finance, clean energy finance, financial services partnerships, program management, or a related field. 

-   Lending and Financial Knowledge: Strong understanding of commercial lending products, credit considerations, underwriting concepts, financing structures, and borrower or project evaluation. 

-   Program and Product Management: Demonstrated ability to manage and improve a program, product, or market-facing service, including workflows, performance metrics, partner coordination, and continuous improvement. 

-   Relationship Development: Demonstrated ability to recruit, build, and manage productive relationships with lenders, financial institutions, clients, or other external partners. 

-   Client and Team Leadership: Ability to serve as a day-to-day client lead, coordinate a small cross-functional delivery team, manage competing priorities, and maintain accountability for program outcomes. 

-   Training and Communication Skills: Excellent verbal, written, and presentation skills, with the ability to explain energy efficiency, financing, and program concepts clearly to professional audiences. 

-   Analytical and Problem-Solving Skills: Ability to assess lender capabilities and project characteristics, analyze program performance, identify market or process gaps, and develop practical improvements. 

-   Organization and Technology Skills: Strong organizational and follow-through skills, with proficiency in Microsoft Office and experience using CRM systems, spreadsheets, dashboards, and partner or project tracking tools. 

Preferred Qualifications  

-   Commercial or Small Business Lending Experience: Experience originating, underwriting, managing, or supporting commercial or small business loans or financing products. 

-   Energy Efficiency or Clean Energy Finance Experience: Familiarity with energy efficiency, distributed energy, equipment finance, energy project finance, or other clean energy financing models. 

-   Program or Product Management Experience: Experience designing, launching, managing, or refining a financing, utility, market-transformation, or other partner-driven program or product. 

-   Lender Network Development: Experience recruiting and managing a network of financial institutions or financing partners across multiple lender types or market segments. 

-   Utility Program Experience: Experience supporting utility-sponsored energy efficiency, demand-side management, or related customer programs and working within a prime/subcontractor delivery model. 

-   Performance and Process Improvement: Experience establishing KPIs, analyzing conversion funnels or program performance, improving workflows, and using data and stakeholder feedback to increase program results. 

-   Regional Market Knowledge: Familiarity with Pennsylvania or Mid-Atlantic lending, energy efficiency, community development, contractor, or commercial market networks.
