You will lead Freelancer’s Moonshot Innovation program, headquartered out of our Vancouver office. The program works with NASA, US Government agencies, the UN, and corporate entities on delivering end-to-end program management for cutting-edge innovation challenges and initiatives. 

In this role you will be responsible for maintaining and delivering on the pipeline of federal, corporate, and international engagements. You will lead individual project management of each challenge or task order while also leading the overall government and moonshot innovation program portfolio. This includes overseeing federal innovation challenges administered through NASA Task Orders, as well as corporate moonshot innovation programs. 

This is an exceptional opportunity to lead government, corporate, and international-originated engagements, including influencing all aspects of the program from proposals and commercials through P&L, operations, and delivery. You will manage end-to-end challenge design, execution, and stakeholder engagement across multiple federal agencies, corporate partners, and international organizations.

**Key Responsibilities**

-   Manage day-to-day operations of active federal innovation challenges across NASA, NIH, and other federal agencies
-   Design and execute challenge strategies, including scope development, timeline management, and success metrics
-   Serve as primary point of contact for federal agency partners and ensure compliance with NOIS3 contract requirements
-   Lead business development efforts with corporate partners to identify innovation challenge opportunities
-   Write and manage bids and proposals for government task orders and corporate opportunities
-   Manage budgets, timelines, deliverables, and stakeholder communications across multiple concurrent initiatives
-   Build and mentor a small team; prepare to assume full program leadership responsibilities

**Required Qualifications:**

-   5+ years of Program Management or Project Management experience in federal contracting, innovation, or business development 
-   Comfortable writing bids and proposals, for both Government sector and corporate
-   Strong communication skills with excellent technical writing skills: you can translate business needs into technical requirements and explain technical concepts to a non-technical audience
-   Highly organized, analytical and able to work independently: you can juggle multiple engagements at the same time, you take ownership and you have a sense for prioritizing features, making estimates and creating timelines
-   Comfortable liaising and influencing multiple senior stakeholders
-   Attention to detail and a strong level of customer focus
-   High level of integrity and sense of urgency to “make things happen”
-   Ability to read, analyze, and dissect legal, compliance, and technical bid proposals and complex projects

**Nice to Have:**

-   US Citizenship (for US Government project clearance and on-site visits) 
-   PMP certification or equivalent program management credential 
-   Master of Science 
-   Background in business development or corporate partnerships 
-   Proven ability to negotiate favorable commercial contracts and terms
