## Description

Xtremax is seeking an experienced Project Manager to lead and deliver complex application modernization projects within our Public Sector business unit. The ideal candidate will have a strong technical background, extensive experience in the full Software Development Life Cycle (SDLC), and a proven track record in managing large-scale modernization initiatives for government clients.

### Responsibility

-   Project Delivery & Management

-   Lead the end-to-end delivery of complex digital and technology projects from project initiation through implementation, deployment, and production.
-   Develop and manage project plans, schedules, milestones, resources, risks, issues, dependencies, and deliverables.
-   Drive project execution to ensure delivery is aligned with agreed scope, timelines, quality standards, and business objectives.
-   Track project progress and proactively identify and resolve delivery risks, blockers, and dependencies.
-   Manage changes in project scope and assess their impact on timelines, resources, technical implementation, and delivery plans.
-   Support Agile and hybrid delivery methodologies, including sprint planning, backlog management, release planning, and delivery tracking.

-   Business-to-Technical Translation

-   Work closely with business stakeholders to understand business challenges, operational requirements, and desired outcomes.
-   Translate business requirements and change requests into clear and actionable technical considerations for engineering teams.
-   Facilitate discussions between business stakeholders, engineers, architects, designers, and other delivery teams.
-   Break down complex requirements into actionable work items, technical dependencies, deliverables, and implementation plans.
-   Ensure that business requirements are clearly understood and translated into practical technical solutions.

-   Technical Impact Analysis

-   Analyse client and stakeholder change requests to understand their potential impact across applications and systems.
-   Understand and trace how changes may affect:

-   Frontend applications
-   Backend services and business logic
-   APIs and system integrations
-   Databases and data flows
-   Cloud infrastructure and deployment environments
-   Upstream and downstream systems

-   Work with engineers and architects to identify the technical components, modules, services, and integrations affected by proposed changes.
-   Assess technical dependencies, implementation complexity, risks, and potential downstream impacts before changes are implemented.
-   Support technical discussions to determine appropriate implementation approaches and delivery strategies.

-   Application & Technical Architecture

-   Develop a strong understanding of the applications and systems under the project's scope.
-   Understand application architecture, including the relationships between frontend applications, backend services, APIs, databases, cloud platforms, and external systems.
-   Review and understand technical artefacts such as:

-   Solution architecture diagrams
-   System architecture documents
-   API specifications
-   Data flow diagrams
-   Technical design documents
-   Deployment architecture

-   Participate in technical solution and architecture discussions with engineering and architecture teams.
-   Ensure that technical decisions and implementation approaches support project objectives and business requirements.

-   Code-Level Understanding

-   Read and navigate source code when required to understand the structure and implementation of applications.
-   Work with engineers to identify the areas of the codebase that may be affected by business or system changes.
-   Understand how application components, backend services, business logic, APIs, and data models interact.
-   Support technical impact analysis by tracing the flow of requests and data across the application.
-   Participate in technical troubleshooting and problem-solving discussions.

-   Technical Risk & Dependency Management

-   Identify and manage technical risks throughout the project lifecycle.
-   Proactively manage dependencies across applications, systems, teams, vendors, and external stakeholders.
-   Identify potential risks related to:

-   System integrations
-   Legacy applications
-   Technical architecture
-   Security
-   Infrastructure
-   Performance
-   Data migration
-   Environment readiness
-   Production deployment

-   Work with technical teams to develop mitigation and contingency plans.
-   Escalate critical technical and delivery risks to relevant stakeholders when required.

-   Quality, Testing & Release Management

-   Work with engineering and Quality Engineering teams to ensure appropriate testing and quality practices are incorporated into project delivery.
-   Support planning and coordination of:

-   Unit testing
-   Integration testing
-   System testing
-   User Acceptance Testing
-   Regression testing
-   Performance testing
-   Production validation

-   Ensure technical and business readiness before production deployment.
-   Support release planning, deployment coordination, rollback planning, and post-production activities.
-   Monitor delivery outcomes and support continuous improvement after implementation.

-   Cloud, DevOps & Operational Readiness

-   Understand modern cloud and software delivery practices, including cloud platforms, CI/CD, containers, and application deployment.
-   Work with engineering and infrastructure teams to manage environment readiness and deployment dependencies.
-   Understand the importance of observability, monitoring, logging, incident management, and production support.
-   Ensure appropriate operational readiness considerations are addressed before production deployment.

-   Stakeholder & Vendor Management

-   Act as a key bridge between business stakeholders and technical delivery teams.
-   Communicate project progress, technical risks, dependencies, and delivery decisions clearly to both technical and non-technical audiences.
-   Work closely with government stakeholders, engineers, architects, designers, security teams, vendors, and system integrators.
-   Facilitate discussions to resolve complex business and technical issues.
-   Manage stakeholder expectations and ensure alignment across multiple teams and organisations.

## Requirements

-   Project & Delivery Management

-   Proven experience managing end-to-end technology or digital projects.
-   Strong experience in project planning, execution, monitoring, and delivery.
-   Experience managing project scope, timelines, resources, risks, issues, and dependencies.
-   Experience delivering projects using Agile, Scrum, Waterfall, or hybrid methodologies.
-   Strong understanding of the Software Development Lifecycle (SDLC).

-   Technical Understanding

-   Strong understanding of modern software development and application architecture.
-   Ability to understand the relationship between:

-   Frontend applications
-   Backend services
-   APIs
-   Databases
-   System integrations
-   Cloud platforms

-   Strong understanding of software development concepts, system design, and technical solution delivery.
-   Experience working closely with Software Engineers, Technical Leads, Solution Architects, DevOps Engineers, and Quality Engineers.

-   Change & Impact Analysis

-   Ability to analyse business or client change requests and understand their potential technical impact.
-   Ability to identify the application components, services, APIs, databases, and integrations potentially affected by a change.
-   Strong understanding of system dependencies and upstream/downstream impacts.
-   Ability to work with engineering teams to assess implementation complexity, risks, and effort.

-   Code-Level Understanding

-   **Ability to read and understand source code and application logic.**
-   Comfortable navigating an existing codebase to understand how an application is structured.
-   Ability to follow the flow of a request across frontend, backend, APIs, business logic, and databases.
-   Ability to participate in discussions regarding code changes, technical implementation, and application troubleshooting.
-   Hands-on software development experience or a previous background in Software Engineering, Technical Lead, Solution Architecture, or a similar technical role is strongly preferred.

-   APIs & System Integration

-   Strong understanding of APIs and system integration concepts.
-   Experience working with REST APIs and distributed systems.
-   Understanding of authentication, authorisation, data exchange, and system dependencies.
-   Ability to understand and analyse API and integration impacts.

-   Cloud & Modern Technology

-   Understanding of cloud computing concepts and modern application deployment.
-   Familiarity with cloud platforms such as **AWS, Microsoft Azure, or Google Cloud Platform**.
-   Understanding of:

-   Testing & Quality

-   Strong understanding of software testing and quality assurance practices.
-   Familiarity with unit, integration, system, regression, and User Acceptance Testing.

-   Ability to ensure technical and business readiness throughout the delivery lifecycle.

-   Excellent communication and stakeholder management skills.
-   Ability to communicate effectively with both technical and non-technical stakeholders.
-   Ability to facilitate discussions between business stakeholders and engineering teams.

Preferred Qualifications

-   Experience delivering **large-scale digital or enterprise applications**.
-   Experience with **Singapore Government, GovTech, or Public Sector projects**.

-   PMP, CITPM, Scrum Master, or relevant project management certifications.
