**The Role**

In this role you will report to the Deputy State Program Lead. You will work closely with the AP RWS&S Department / Jal Mitra team, the platform vendor’s technical team, the Delhi-based Program Operations and Process Improvement team.

EAII is working with Andhra Pradesh RWS&S Department to integrate with the Jal Mitra App/Portal. This work involves coordinating across three stakeholders: the government department (priorities, data, approvals), the RWS&S platform vendor, and internal technical team (Program Operations and Process Improvement).

The technical approach uses a lightweight HTML/Chart.js dashboard powered by JSON data feeds — rather than Power BI — so it can be embedded directly into the government portal without state-level licensing requirements.

You will be responsible  to build and own that dashboard, drive the underlying government data integration, and keep the platform vendor, the Process Improvement team, and the Delhi Office-based Consultant working off the same requirements. This is a technical build-and-own position, not a pure liaison role.

  
**Responsibilities  
Government Liaison & Requirements Translation**

-   Serve as the primary on-ground point of contact with the AP RWS&S Department and Jal Mitra team in Vijayawada—attending review meetings, understanding department priorities and constraints, and managing approval cycles for data sharing.
-   Translate government requirements, data structures, and portal constraints (including IIS hosting, Content-Security-Policy header requirements, and iframe embedding rules) into clear technical specifications for the dashboard build.
-   Work closely with the consultant and dashboard developer (based in New Delhi) to hand off these requirements, ensure the HTML/JSON dashboard is built and iterated to match government needs, and jointly troubleshoot issues where government-side constraints affect dashboard behaviour.

Government Data Integration**

-   Drive end-to-end integration between EAII’s data and AP RWS&S / Jal Mitra government systems, resolving how government data reaches the dashboard as clean, structured JSON, and relaying integration requirements to the Dashboard Developer for implementation.
-   Coordinate with the platform vendor’s technical team to define and track the structured data-field handoff needed to populate the dashboard, including a large location dataset required for mapping.
-   Support closure of the Asset ID, join-key reconciliation and resolve outstanding column-naming mismatches, briefing the Dashboard Developer on the finalised feed structure so the data export feed can be implemented without rework.
-   Investigate and document discrepancies between EAII field data and government system data (Jal Mitra, etc) where they affect integration accuracy, flagging the technical implications to the Dashboard Developer.

**Coordination and Reporting**

-   Track progress against the phased integration action plan and proactively flag risks, particularly IT policy alignment across National and global teams and the Government of Andhra Pradesh.
-   Maintain a consistent meeting and reporting cadence connecting Vijayawada, the Delhi Process Improvement team, and the consultant dashboard developer, including discussion notes, action logs, and status updates.

## Requirements

### Essential

-   Bachelor’s degree (Master’s preferred) in engineering, computer science, IT/data systems, or a related field
-   4 + years of hands-on experience building web dashboards with HTML, CSS, and JavaScript (Chart.js or an equivalent charting library), consuming data from JSON APIs – this is a core, hands-on requirement. 
-   Comfort working with JSON data structures and REST-style API endpoints, including debugging malformed or missing data in a feed
-   Prior experience liaising with Andhra Pradesh state government departments or systems (RWS&S, Panchayati Raj, e-Governance, or similar) strongly preferred
-   Strong stakeholder management skills across government, vendor, and internal technical audiences with differing priorities and vocabularies
-   Fluency in Telugu and English is required; Hindi is an added advantage
-   Based in Vijayawada or willing to relocate; comfortable with regular travel to district RWS&S offices

### Desirable

-   Experience deploying static/lightweight web apps on IIS or similar, including iframe embedding and Content-Security-Policy configuration
-   Familiarity with Google Sheets/Apps Script as a data source or API layer
-   Experience coordinating between a government client and an external technology vendor.
-   Familiarity with the Jal Jeevan Mission / Jal Mitra ecosystem in Andhra Pradesh

### Position Location

**This is a 6-month consultancy engagement,** with the possibility of extension based on organizational needs. **The position will be based in Vijayawada, Andhra Pradesh, and will require regular travel across the state to district RWS&S offices, along with periodic travel to Delhi.**

We are unable to sponsor or take over sponsorship of an Indian employment visa at this time. Applicants must be legally authorized to work in India for roles based in India.

**Consultancy Fees:** Competitive and commensurate with the individual's credentials, experience, and previous pay scale.
