## Description

**📋 DESCRIPTION** (About Norbloc + Why This Role Matters + What You'll Own)

Norbloc builds the trust infrastructure behind modern financial compliance. Our RegTech and blockchain platform powers Know Your Customer (KYC) and secure data-sharing for banks, financial institutions and government bodies, replacing slow, fragmented, manual onboarding with a shared, distributed-ledger-backed ecosystem that regulators, banks and customers can all rely on.

Our clients are not forgiving of shortcuts: systemic banks, regulators and government bodies across Europe and the Middle East operate under some of the strictest security, resilience and compliance standards in the industry. Building for them means every architectural choice has to hold up under real scrutiny.

We're now looking for a Chief Technology Officer to take that foundation and scale it, leading technology through Norbloc's next phase of growth.

**Why This Role Matters Now**

Norbloc sits where two worlds meet: the pace and ambition of blockchain and data innovation versus the risk tolerance of enterprise banking. Few technology leaders are fluent in both. This role exists to be that bridge, someone who can architect for scale and security, lead engineering teams through rapid growth and sit across the table from a bank's CIO or a regulator's compliance officer and speak their language fluently.

This is a board-level seat with real ownership: over architecture, over the technology organization and over how Norbloc is perceived by the institutions that matter most to our growth.

**What You'll Own**

_Technology Strategy & Architecture_

-   Set Norbloc's end-to-end technology strategy and multi-quarter roadmap, in step with company vision and enterprise client needs
-   Architect secure, cloud-native systems that bridge banking-grade infrastructure with blockchain/DLT, cryptography and modern data and AI capabilities
-   Own the platform's operating model, including SLAs, observability, incident response and on-call practices, to a standard that satisfies regulated financial clients, not just internal targets
-   Make build-vs-buy and vendor/platform calls backed by clear-eyed cost, scalability and governance analysis. Be willing to defend the "boring" choice when it's the right one

_Data, Governance & Compliance_

-   Build the data governance, lineage, metadata and quality foundations that make the platform auditable and trustworthy at scale
-   Own technology risk management and IT governance, including compliance with KYC/AML, data residency and audit requirements across our operating jurisdictions
-   Work with Compliance and external legal counsel so that technical decisions are made with regulatory consequences already priced in, not discovered afterward

_Team & Delivery Leadership_

-   Lead, mentor and scale Engineering, Data, DevOps and QA, building strong managers under you, not just individual contributors
-   Instill the delivery discipline that enterprise clients expect: code quality, CI/CD, testing rigor, predictable roadmaps
-   Take ownership of any externally delivered components and bring them fully in-house where it makes sense to do so

_Executive & Client Engagement_

-   Be Norbloc's senior technical voice to C-level executives, IT leadership and compliance officers at bank and government clients
-   Represent Norbloc's technology vision to investors, partners and prospective enterprise clients
-   Translate technical trade-offs (cost, risk, scalability) into terms a systemic bank's leadership can act on with confidence

## Requirements

**✅ REQUIREMENTS** (What You Bring)

**Must-haves**

-   10+ years in enterprise-level technology, with substantial experience in Fintech, banking, or regulated financial infrastructure
-   A track record of bridging traditional enterprise/banking architecture with modern technology. Blockchain/DLT and cryptography experience is strongly preferred; deep data platform and AI/ML delivery experience is equally valued
-   Experience leading and scaling engineering, data, DevOps and QA teams, ideally across distributed or international locations, in a fast-growing environment
-   Solid command of IT governance, information security and regulatory compliance in financial services
-   Direct experience engaging C-level stakeholders at large or systemic banks, whether through architecture, platform modernization, or technology cost/value advisory
-   Executive presence: equally credible in a boardroom and in an architecture review

**Nice-to-haves**

-   Advanced degree (MSc/PhD) in Computer Science, Engineering, or a related quantitative field
-   Experience shipping AI/LLM-powered products on top of enterprise or regulated data
-   Prior exposure to platform strategy decisions with a documented rationale, not just a gut call
-   Experience operating across multiple jurisdictions, given Norbloc's footprint across Europe and the Middle East
