## Description

**Job Objective**

Reporting into the Head of Operational Enablement Systems within the Technology division, this role is accountable for translating MCA Asia’s business strategy into measurable technology delivery outcomes. The Technical Program Manager will drive partner integrations, market launch readiness, and operational scalability by aligning engineering, product, and external partners around clear milestones, disciplined execution, and high-quality program outcomes.

**Role Overview**

-   This role will report into the Head of Operational Enablement Systems within Technology; playing a critical part in translating business strategy into measurable delivery outcomes, enabling MCA Asia to scale partner integrations, market launches, and operational capabilities with greater speed, discipline, and quality
-   You will ensure merchant lending initiatives move from strategy to launch by driving clear technology programs, delivery plans, and measurable execution outcomes.
-   You will align MCA Asia’s engineering teams, product stakeholders, and external partners around shared delivery goals, clear milestones, and successful partner integration outcomes.
-   You will help launch secure, compliant, API-driven financing solutions that improve partner connectivity, operational scalability, and speed-to-market across MCA Asia.

**Area of Responsibilities**

-   **Program Execution:** Define technical requirements, build project roadmaps, and manage execution timelines for complex engineering initiatives.
-   **Cross-Functional Alignment:** Lead collaborative efforts across engineering, product management, security, and operations to ensure seamless delivery.
-   **Risk Mitigation:** Anticipate technical bottlenecks, manage dependencies, and implement data-driven mitigation strategies to keep projects on track.
-   **Technical Leadership:** Participate in architectural discussions and translate complex business requirements into clear technical tasks.
-   **Stakeholder Communication:** Provide clear visibility on program status, key performance metrics, and risks to executive leadership.
-   **Partner Integration Execution:** Lead the technical design and deployment of end-to-end integrations with external banks, underwriting partners, and credit networks.
-   **Cross-Functional Orchestration:** Align internal engineering, product, compliance, legal, data privacy, and security teams with external partner counterparts.
-   **Technical Roadmap Ownership:** Manage dependencies, critical paths, and project lifecycles for high-scale merchant financing infrastructure.
-   **API & Data Governance:** Oversee the definition of secure API contracts, data orchestration workflows, and financial messaging standards between systems.
-   **Risk & Compliance Triage:** Anticipate technical and regulatory bottlenecks, ensuring compliance with banking standards (e.g., PCI-DSS, KYC/AML) across all technical implementations.

## Requirements

**Requirements:**

-   **Mobility:** Based in Ho Chi Minh City, Vietnam

-   **Language Proficiency:** Native-level proficiency in written and spoken Business English, with professional proficiency in Vietnamese.

-   **Education:** Bachelor's degree in Computer Science, Engineering, or a related technical field, or equivalent practical experience.
-   **TPM Experience:** Between 3-5 years of experience leading technical program / project management for medium-high FinTech, core banking, merchant lending, or payment processing ecosystems.
-   **Partner-Facing Experience:** Proven track record of managing technical integrations, API rollouts, and system dependencies with external corporate partners.
-   **Execution Skills:** Proven track record of managing end-to-end lifecycles for complex, distributed systems or infrastructure projects.

**Good-To-Have Qualifications:**

-   **Lending Lifecycles:** Deep knowledge of credit underwriting systems, merchant risk models, loan servicing platforms, or ledger systems.
-   **Technical Architecture:** Strong understanding of distributed systems, microservices, cloud security, and financial data encryption protocols.
-   **Influence & Negotiation:** Exceptional communication skills with a history of aligning conflicting technical priorities between internal teams and external partner stakeholders.
-   **Domain Expertise:** Experience with large—to-medium scale cloud infrastructure, machine learning pipelines, or data analytics platforms.
-   **Analytical Skills:** Ability to use data and metrics to justify project prioritization and measure program success.
