AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.  
  
We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. This opportunity is contingent upon contract award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal.  
  
AlphaGov is seeking a HUD Consolidated Plan Consultant to support Hidalgo County's community-needs assessment, housing and homelessness analysis, citizen participation, investment priorities, and HUD-compliant consolidated planning deliverables.  
  
What you'll do:

-   Assess housing, homelessness, community-development, special-needs, and public-service conditions using demographic and program data
-   Facilitate stakeholder and resident engagement and translate findings into documented priorities
-   Develop needs assessments, strategic goals, annual-action linkages, performance measures, and implementation recommendations
-   Coordinate HUD program requirements, fair-housing considerations, data sources, schedules, and review cycles
-   Contribute HUD consolidated-planning qualifications and past-performance narrative to AlphaGov proposals when permissioned

## Requirements

Required:

-   Hands-on HUD Consolidated Plan, Annual Action Plan, Analysis of Impediments, or closely related planning experience
-   Knowledge of CDBG, HOME, ESG, HOPWA, citizen participation, and HUD data or reporting requirements
-   Comfortable as a 1099 / project-based collaborator with travel as needed for client on-sites

Nice to have:

-   Countywide or border-region housing and community-development planning
-   Experience with IDIS, eCon Planning Suite, CPD data, or comparable HUD tools
-   Texas public-sector housing, homelessness, or community-development consulting
