## Description

The Senior manager of Stakeholder, Governance and Community engagement is a critical leadership role within the Transport Division, responsible for establishing and managing robust engagement frameworks across multi-modal transport systems that operate both within and beyond the Qiddiya boundary. The role is focused on building enduring stakeholder relationships with government, community, and industry actors, while also facilitating, deriving, agreeing and tracking transport governance and stakeholder requirements between Qiddiya Transport, internal and external governance, infrastructure and service providers.

This position requires a strategic yet hands-on leader with an exceptional stakeholder engagement capability, and significant experience navigating complex regulatory, transport governance and operational landscapes in the Middle East. The successful candidate will be equally comfortable designing stakeholder engagement templates and insights as they are negotiating internal transport governance processes and formal stakeholder agreements with senior public and private sector counterparts.

This position requires the establishment of clear communication, internal process adherence and improvement, stage gate and committee governance oversight, continuous feedback systems, and performance measurement to drive engagement effectiveness, decision enablement, compliance, and positive community sentiment.

The successful candidate is expected to cultivate a high-performance team culture focused on learning, continuous improvement, knowledge sharing, and embedding stakeholder management and governance best practices throughout the Business Unit.

## Requirements

**Qualifications**

-   Bachelor’s degree in engineering, Transport, Infrastructure, or related degree qualification.
-   Master’s degree in engineering management, Public Infrastructure, or similar field strongly preferred.
-   Formal training or certification in stakeholder engagement, negotiation, or interface coordination is advantageous.
-   Deep understanding of infrastructure lifecycle, transport operations, and the role of interface agreements in complex projects.
-   Outstanding interpersonal and diplomatic skills, tact and judgment, with the ability to build trust at all levels—from community members to senior government executives.
-   Strong written and verbal communication abilities in both technical and non-technical contexts.

**Experience**

-   Proven experience operating in the transport or related capital works sectors in the Middle East, with a detailed understanding of inter-governmental and regulatory frameworks in the region.
-   Demonstrated ability to develop stakeholder agreements from inception through execution and operational management.
-   Experience delivering or supporting large-scale, multi-modal transport projects across complex jurisdictional and physical boundaries.
-   Experience in transport project governance, performance management or PMO
-   A track record of leading and mentoring multidisciplinary teams in high-pressure environments.
-   Minimum 12–15 years of experience in transport and infrastructure projects with a strong focus on stakeholder management and coordination.
-   At least 5–7 years in a senior stakeholder-facing leadership role with significant exposure to executive-level engagement and public sector negotiations.
