We are expanding our presence in the European Institutions market and we are seeking a senior **Client Executive / Business Development Manager based in Brussels**.

### **Role overview**

The successful candidate will play a key role in strengthening QnR's engagement with EU Institutions and Agencies, developing strategic relationships across the European Commission, and identifying opportunities for participation in large-scale EU tenders and framework contracts.

This role is ideal for a senior professional with an established network within EU Institutions (European Commission DGs, EU Agencies, and related ecosystems) and a strong understanding of the EU procurement environment.

## Requirements

**The ideal candidate will be responsible for:**

-   Develop and manage strategic relationships with European Commission Directorates-General (DGs), EU Agencies, and institutional stakeholders.
-   Identify and qualify business opportunities, framework contracts, and EU tenders aligned with QnR's technology portfolio.
-   Position QnR Group as a trusted partner for digital transformation, AI, data platforms, cybersecurity, and enterprise systems.
-   Build and expand QnR's institutional network in Brussels.
-   Support the creation of consortia and partnerships with European technology companies and consulting firms.
-   Work closely with QnR's bidding, presales, and technical teams to prepare competitive proposals.
-   Represent QnR at EU events, working groups, and institutional meetings.
-   Provide market intelligence on upcoming tenders, policy priorities, and institutional initiatives.
-   Contribute to the strategic development of QnR's EU institutional business pipeline.  
    

**To excel in this role, you'll need:**

-   7–10+ years of experience in business development, sales, or account management within the EU Institutions ecosystem.
-   Proven track record working with European Commission DGs, EU Agencies, or EU contractors.
-   Strong knowledge of EU procurement procedures and framework contracts.
-   Established professional network in Brussels.
-   Experience working with technology integrators, consulting firms, or digital services providers.
-   Excellent communication and negotiation skills.
-   Fluency in English (additional EU languages are a plus).

**Would be considered a strong plus:**

-   Background in IT services, digital transformation, or consulting.
-   Experience participating in EU framework contracts (e.g. DIGITAL, FWC, DPS, etc.).
-   Ability to operate in a multinational environment and coordinate cross-border teams.
-   Strategic mindset with strong business development capabilities.
